Narrabri Shire Council

The Planning functions of the Narrabri Shire Council are coordinated through the Planning, Strategy and People Department. If you are planning on building please contact Council on 02 6799 6866 in order to determine the application requirements for the type of structure you are hoping to build.

Council regulates building and development within Narrabri Shire whether it be commercial, industrial or residential. Each development application is assessed individually against Council’s Development Control Plans, Local Environmental Plans and State Environmental Planning Policies.

Narrabri Shire ePlanning 

The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system. From 1 July 2021, all development related applications and post consent certificates must be submitted online with Narrabri Shire Council through the NSW Planning Portal.

This applies to:

  • Development Applications (DAs)
  • Section 4.55 Applications to modify a Development Consent, and
  • Complying Development Certificates, Construction Certificate, Occupation Certificates and Subdivision Certificates where Council is nominated to complete the assessment or is appointed as the Principal Certifier for a development.

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979.

To submit an application through the NSW Planning Portal, you will need to register and verify your account. Instructions on how to register can be found by following the Quick Reference Guide link listed below. If you already have an account, you will simply login. The factsheet below will assist you in the applicaiton process.

Once you have submitted your application via the Portal, Council will be notified. Council staff will then review your application to determine if the application is complete or if any additional information is required. If any additional information is required, you will receive a notification from the Portal to take action.

When all requirements have been met you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, eftpos or cheque.

Once fees are paid, your application will be formally lodged with Council and progress through the assessment process. You will be able to monitor the progress of the application via the Portal.

Basix

"BASIX Certificate" The Building Sustainability Index (BASIX) is a web-based planning tool designed to assess the potential performance of residential buildings against a range of sustainability indices.
A BASIX Certificate identifies the sustainability features required to be incorporated in the building design. These features may include sustainable design elements such as recycled water, rainwater tanks, AAA-rated showerheads and taps, native landscaping, heat pump or solar water heaters, gas space heaters, roof eaves/awnings and wall/ceiling insulation.

You need a BASIX Certificate in Narrabri Local Government Area when BASIX applies to the type of development for which you require approval. Commencement dates and details of types of development are at http://www.basix.nsw.gov.au

The applicant is required to submit the BASIX Certificate with the Development Application or Complying Development Certificate application. The plans and specifications must also identify the BASIX commitments which will be checked by a professional building certifier during construction. Where submitted plans or specifications are inconsistent with the relevant BASIX Certificate, Council requires applicants to submit consistent applications before progressing the assessment process, either by amending plans / specifications or by submitting a new BASIX Certificate with commitments that match the rest of the application.

Applicants can generate the BASIX Certificate only on the NSW Department of Planning' BASIX website.
