These awards are provided by the National Australia Day Council and are administered by Local Government authorities throughout Australia.
Persons who have made a noteworthy contribution during the current year and/or given outstanding service to the local community over a number of years shall be eligible.
Sections
• Australia Day Citizen of the Year To be eligible the person must be 27 years of age or older on 26 January of that year.
• Australia Day Young Citizen of the Year To be eligible the person must be under 27 years of age on 26 January of that year.
• Australia Day Young Citizen of the Year (Secondary) To be eligible the person must be of secondary school age on 26th January of that year.
• Australia Day Young Citizen of the Year (Primary) To be eligible the person must be of primary school age on 26th January of that year.
• Australia Day Volunteer of the Year To be eligible the person must be 27 years of age or older on 26 January of that year.
Nomination forms are available from Narrabri Shire Council prior to Australia Day and recipients are voted on by Council. Residents will see advertisements in local media when Council is calling for nominations. Further information on Australia Day is posted closer to the event on this website.

Council meetings are held on the 3rd Tuesday of each month, excluding the month of January, at the Council Chambers, 46-48 Maitland Street, Narrabri. Once a year, Council holds its meeting outside the centre of Narrabri in the outlying towns of Narrabri Shire.
The meetings commence at 9.30am and members of the public are welcome to attend.
Business Papers, detailing the matters to be discussed at Council meetings, are available for perusal by the public at the Administration Building, on this website or at any of the Shire's libraries in Narrabri, Wee Waa and Boggabri the week prior to each monthly meeting. Residents are encouraged to attend Council meetings and view the Business Papers on a regular basis. It is important for members of the community to see their vote in action and to be aware of the major issues affecting their Shire.
Public Consultation Meetings are held every year at the centres of Wee Waa, Boggabri, Gwabegar, Pilliga and Bellata to involve the smaller communities in Narrabri Shire in Councils decision making process. These yearly meetings are advertised widely in local media.

To be a responsible pet owner you must:
• Ensure your pet has a current identification tag and is micro-chipped; • Walk your dog on a lead; • Contain pets on your property; • Pick up your dog’s droppings; • Consider your neighbours; and • Make sure your cat is locked inside at night.
Animal Registration
Narrabri Shire Council collects registration charges as set out in the Companion Animals Act (1998) NSW. All animals are registered on a central database for the whole of New South Wales. Owners of pets must identify (microchip) their cat or dog by three months of age or before they are sold or given away.
Registration Costs – Lifetime in New South Wales
• Desexed animal $40.00 • Desexed animal owned by a pensioner $15.00 • Undesexed animal $150.00

Dog Pounds and Retrieving an Impounded Animal
There are three dog pounds within Narrabri Shire. Pound opening hours are 9.00am - 4.00pm, Monday to Friday excluding Public Holidays.
Pound Locations
Boggabri Sewerage works, Kamilaroi Highway Narrabri Livestock selling centre, Namoi Street Wee Waa Sewerage works, Yarrie Lake Road
Narrabri and Wee Waa pounds have surrender pens installed enabling residents to:
• Surrender dogs no longer wanted; and • Surrender dogs that are roaming, uncontrolled and whose owner cannot be identified.
Dogs that are injured or suffering should not be delivered to the pound.
A person wishing to retrieve an impounded animal may be liable for the following charges:
• Registration fee if unregistered; • Approximately $60.00 (Vet Charge) micro-chipping fee if the animal is not micro-chipped; • Minimum $55.00 impounding fee or $15.00 per day, whichever is the greater; • Any veterinary costs incurred; • Payment of any damages that the animal may have caused whilst roaming ie, injury to stock, another animal or property damage; and • Payment of any penalty notice issued.
Complaints
Residents who have complaints in relation to barking, straying, dangerous, defecating or nuisance dogs should contact Council’s Ranger on (02) 6799 6855.
Council has cat traps available for hire, and citronella dog collars which deter dogs from barking.
Leash Free Areas and Walking Your Dog
Leash free areas have been established in the township of Narrabri for the safety of Narrabri residents and the enjoyment of pet owners. The leash free areas in the Narrabri Shire are as follows;
Area 1: The area between Ugoa Street and Belar Street Cooma Road Corner bounded by Cooma Oval and the Narrabri Showgrounds.
Area 2: The area between Maitland Street and the Narrabri Creek bank between Violet Street and the railway viaduct.
In all other areas of town, dogs are to be kept on leads when in a public place.
There are certain areas that dogs are prohibited at all times.
These include:
1. Schools; 2. Children play areas; 3. Public swimming pools; 4. Areas where food is served or prepared; or 5. Where signs indicate that dogs are prohibited.
When in a public place the person in charge of the animal is responsible for the removal of faeces that is deposited by their animal. On the spot fines of $275.00 apply for breaches.

The Engineering Services Department controls matters relating to Road Maintenance and Repair, Water Services, Design and Contracts, Noxious Weeds, Parks, Gardens, and Reserves.
External sites within the Engineering Services Departments control are: the Narrabri Aerodrome, Saleyards, Sewerage treatment works, Waste Management Facilities, Federation Farm, Weeds Department, Swimming Pools, Parks, Gardens and Reserves, Fleet/Supply and the Council Depot.

Narrabri Shire holds a range of exciting festivals and events throughout the year which draw regional and national crowds. There are a variety of activities on offer for all ages, tastes and budgets. Events include Australia Day activities, eisteddfods, picnic race days, sporting carnivals, agricultural shows, live performances, conferences and monthly markets. One popular event, Nosh on the Namoi, attracts over 7,000 visitors each year. Federation Farm is owned by Narrabri Shire Council and share farmed by the schools of Narrabri Shire. It consists of 303 hectares of irrigation and dryland cropping and commenced operation in 2000. The farm is located 14 kilometres from the sewerage treatment plant and utilises treated effluent to irrigate cropping, and biosolids are used as fertiliser for a 77hectares dryland area.
The farm has been highly acclaimed, receiving a Commendation Award in the National Awards for Innovation in Local Government in 2001. Federation Farm is a wonderful Council, environmental and community initiative. Profits from Federation Farm are returned to Narrabri Shire schools.

Garbage Collection Service Days
Baan Baa – all of town, Monday Boggabri – all of town, Monday Wee Waa – all of town, Tuesday Narrabri – is divided into three sections with rubbish being picked up Wednesday, Thursday or Friday depending on what section of town you reside in. To determine which day you receive this service please contact Council or visit the Rubbish & Recycling section of this website.
Residents in the towns of Baan Baa, Boggabri, Wee Waa and Narrabri are provided with 3 garbage bins. A red lidded bin for general waste, a blue lidded bin for paper and cardboard recycling and a yellow lidded bin for plastics and glass.
Recycling bins are collected on alternate weeks and the red lidded general waste bin is collected weekly.

Commercial Waste
A commercial garbage service (bulk bin) is available from Council, please contact Engineering Services on (02) 6799 6877 for more information.
Recycling
Recycling facilities are available through Challenge Disability Services in Narrabri. They are capable of recycling paper, cardboard, glass bottles and jars, aluminium and steel cans and plastics.
Bulk recycling bins can be found at Boggabri, Narrabri and Wee Waa waste depots and a home pick-up service is available to Narrabri residents. Please contact Challenge Disability Services on (02) 6792 1781 for further details.

Council manages, regulates and enforces parking across the Shire. As part of its role Council supplies and maintains public and off street parking facilities for motorists. Council car parks in Narrabri are situated at:
- Corner of Doyle and Barwan Street (behind Post Office)
- Tibbereena Street, (behind Visitor’s Centre & The Crossing Theatre)
For longer-term parking, Council encourages the use of off-street parking in order to maintain a supply of spaces in the CBD for short-term parking. Narrabri Shire Council shares a parking inspector with Moree Plains Shire Council, Gunnedah Shire Council and Liverpool Plains Shire Council who regularly visits Narrabri to ensure that drivers are abiding by parking rules.

Council has several ways available for residents to pay rates such as:

The Narrabri Shire consists of over 2,300 kilometres of roads. Many of these are rural roads and approximately 1,800 kilometres are unsealed. Unsealed and gravel surfaces can vary rapidly and Council urges motorists to take caution and drive to the conditions.
Often rain makes some roads unusable and temporary road closures may be necessary. Temporary road closures in response to wet weather are broadcast over local radio stations.

Narrabri Shire Council manages numerous community facilities available for use by the community.
Application forms are available on Council’s website or from the Administration Office to book Council facilities. Please submit your application at least one month in advance of the event. Public Liability Insurance is required for bookings by community and sporting groups.

The Crossing Theatre is an impressive, modern venue set on the banks of the picturesque Narrabri Creek. This distinctive purpose built centre is ideal for hosting small functions and meetings to major conferences and conventions. The Crossing Theatre is an $8 million state-of-the-art complex and is a unique feature of regional New South Wales.
The building comprises seven rooms of varying size which can be transformed into a variety of configurations and floor plans suitable for large functions, break-out areas or specialist seminars. Latest release movies screen in two cinemas from Wednesday to Sunday. Screening times are available in local press, by contacting The Crossing Theatre or by accessing The Crossing Theatre website.
