After-Hours Patrols

After-Hours Patrols to be conducted in response to increased complaints regarding irresponsible pet ownership.

Council wishes to advise that due to an increase in complaints regarding irresponsible pet ownership, Council's Compliance Officers will be conducting after hours patrolling across the shire.

Pet owners are reminded of their responsibilities under the Companion Animals Act, whereby the following applies:

  • An owner of a dog must take all reasonable precautions to prevent a dog from escaping the property where it is being kept.
  • A dog that is in a public place must be on a lead and under the effective control by some competent person by means of an adequate chain, cord or leash.
  • Dogs are prohibited in some public places including children's play areas, food preparation/consumption areas, recreational areas, public bathing areas, school grounds, child care centres, shopping centres, and wildlife protection areas, unless otherwise permitted. 

 

Changes to Section 138 and Driveway Inspection Applications

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system. 

From 1 October 2022, all applications under the Roads Act 1993 must be submitted online through the NSW Planning Portal.

This applies to:

  • Section 138 Applications
  • Driveway Inspection Applications

Instructions on how to register can be found using Applicant Resources. If you already have an account, you will simply login.

Council will be notified when you have submitted your application via the Portal, and Council staff will review your application to determine if it is complete. You will receive a notification from the Portal if further action is required.

When all requirements have been met, you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, EFTPOS or cheque.

Your application will then be formally lodged with Council and progressed through the assessment process. You will be able to monitor progress of the application via the portal.

Voluntary Planning Agreements

Voluntary Planning Agreements are legal documents created under the Environmental Planning and Assessment Act 1979 between developers and government agencies (including councils) for the provision of funds or works by the developer for infrastructure, services or other public amenities. Temporary Suspensions of Alcohol-free zone - Tourist Hotel

Council wishes to advise that at its Ordinary Council meeting held on Wednesday, 17 of December 2025, and in accordance with Section 645 of the Local Government Act 1993, it has been resolved to:

“That Council approve the application for temporarily Suspend the Alcohol-Free Zone on Maitland Street and Doyle Street within the proposed outdoor dining area in front of the Tourist Hotel, for a period of 12 months (starting 18 December 2025 and ending 18 December 2026) noting that the temporary suspension may be revoked at any time by Council or Liquor & Gaming NSW."

PP2026/0001 – NSW Planning Portal Reference PP-2025-2111

Planning Proposal – Amendment to Narrabri Local Environmental Plan 2012 

Narrabri Shire Council has received a planning proposal (PP2026/0001 – NSW Planning Portal Reference PP-2025-2111) seeking to amend the Narrabri Local Environmental Plan 2012.

The planning proposal relates to land at:

176 Maitland Street, Narrabri (Lot 102 DP 1274331)

The proposal seeks to:

• Rezone the land from RE2 Private Recreation to E1 Local Centre.

The planning proposal has received a Gateway determination from Department of Planning, Housing and Infrastructure (DPHI) and is now on public exhibition in accordance with the Environmental Planning and Assessment Act 1979.

The exhibition of the planning proposal has been undertaken following a Gateway determination, which identifies that the proposal may proceed to public consultation and specifies the exhibition requirements.

Aboriginal Cultural Protocols and Practices Policy

A draft Aboriginal Cultural Protocols and Practices Policy has been developed through internal consultation and informed by cultural guidance to ensure it reflects respectful and appropriate practices.

The policy aims to provide clarity and consistency across Council operations, supporting staff and Councillors in their roles when engaging with Aboriginal community members and participating in culturally significant activities. At present, Council does not have a standalone policy that clearly outlines expectations and procedures relating to Aboriginal cultural protocols.

The introduction of this policy will address this gap and strengthen Council’s commitment to culturally safe and respectful practices. The draft policy was provided to the Narrabri, Wee Waa and Pilliga Local Aboriginal Land Councils for review and feedback.

Should feedback be provided during the public exhibition period, it will be considered and incorporated where appropriate prior to the policy being finalised.
