After-Hours Patrols

After-Hours Patrols to be conducted in response to increased complaints regarding irresponsible pet ownership.

Council wishes to advise that due to an increase in complaints regarding irresponsible pet ownership, Council's Compliance Officers will be conducting after hours patrolling across the shire.

Pet owners are reminded of their responsibilities under the Companion Animals Act, whereby the following applies:

  • An owner of a dog must take all reasonable precautions to prevent a dog from escaping the property where it is being kept.
  • A dog that is in a public place must be on a lead and under the effective control by some competent person by means of an adequate chain, cord or leash.
  • Dogs are prohibited in some public places including children's play areas, food preparation/consumption areas, recreational areas, public bathing areas, school grounds, child care centres, shopping centres, and wildlife protection areas, unless otherwise permitted. 

 

Changes to Section 138 and Driveway Inspection Applications

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system. 

From 1 October 2022, all applications under the Roads Act 1993 must be submitted online through the NSW Planning Portal.

This applies to:

  • Section 138 Applications
  • Driveway Inspection Applications

Instructions on how to register can be found using Applicant Resources. If you already have an account, you will simply login.

Council will be notified when you have submitted your application via the Portal, and Council staff will review your application to determine if it is complete. You will receive a notification from the Portal if further action is required.

When all requirements have been met, you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, EFTPOS or cheque.

Your application will then be formally lodged with Council and progressed through the assessment process. You will be able to monitor progress of the application via the portal.

Should you require assistance submitting an application via the Portal, it is recommended that you utilise the Quick Reference Guides created by Service NSW and available on a variety of topics including:

  • Navigating the Portal
  • Submitting applications
  • Providing additional information

Voluntary Planning Agreements

Voluntary Planning Agreements are legal documents created under the Environmental Planning and Assessment Act 1979 between developers and government agencies (including councils) for the provision of funds or works by the developer for infrastructure, services or other public amenities. Christmas and New Year hours

The Narrabri Shire Administration Building will be closed from 4.00pm Tuesday, 23 December and will re-open Monday, 5 January 2026 at 9.00am.

Requests can still be submitted via email. However, please be aware that your request will not be addressed until Council's Customer Service team returns on Monday, 5 January 2025.

Waste services

Waste and recycling collections will continue throughout the Christmas and New Year holiday period. However, please take note of the following schedule adjustment:

  • Thursday, 25 December 2025 will be collected on Friday, 26 December 2025

There will be no change to kerbside collections on Thursday, 1 January 2026. Collections will take place as usual.

Please ensure to put your bins out the night prior to collection.

The Narrabri Waste Facility will be closed on Christmas Day and New Year’s Day.

Presentation of 2024/2025 Annual Financial Statements

In accordance with Section 418 (3) of the Local Government Act 1993 (NSW), Narrabri Shire Council hereby notifies that the ordinary Council Meeting to be held on Wednesday 17 December 2025, commencing 5.30pm, at the Narrabri Shire Council Chambers (46-48 Maitland Street, Narrabri) will include the presentation of the Audited Financial Statements and the Auditor’s Reports for the year ending 30 June 2025.

In accordance with Section 420 of the Local Government Act 1993 (NSW), any person may make a submission regarding Council’s Audited Financial Statements or the Auditor’s Reports, which will be considered by Council’s auditor:

Submissions must be:

  •  made in writing to the General Manager of Narrabri Shire Council (via post: PO Box 261, Narrabri, NSW, 2390; or via email: council@narrabri.nsw.gov.au); and
  • made before 5:00pm Wednesday, 24 December 2025.


A copy of the Audited Financial Statements and the Auditor’s Reports for the year ending 30 June 2025 can be inspected at Council’s Administration Building (located at 46-48 Maitland Street, Narrabri) or online here(PDF, 120KB)

 

Sustainable Procurement Policy on Public Exhibition

At the Ordinary Council Meeting on Wednesday, 17 December 2025 Council endorsed for the Sustainable Procurement Policy to be placed on Public Exhibition for a period of 28 days (until 5.00pm Sunday ,1 February 2026). Submissions will be accepted during this time.

The Draft Planning Agreement for the Maules Creek Continuation Project (SSD-63428218) is required to be publicly notified for a period of 28 days in accordance with section 7.5(a) of the Environmental Planning and Assessment Act 1979. Temporary Suspensions of Alcohol-free zone - Tourist Hotel

Council wishes to advise that at its Ordinary Council meeting held on Wednesday, 17 of December 2025, and in accordance with Section 645 of the Local Government Act 1993, it has been resolved to:

“That Council approve the application for temporarily Suspend the Alcohol-Free Zone on Maitland Street and Doyle Street within the proposed outdoor dining area in front of the Tourist Hotel, for a period of 12 months (starting 18 December 2025 and ending 18 December 2026) noting that the temporary suspension may be revoked at any time by Council or Liquor & Gaming NSW."
