After-Hours Patrols

After-Hours Patrols to be conducted in response to increased complaints regarding irresponsible pet ownership.

Council wishes to advise that due to an increase in complaints regarding irresponsible pet ownership, Council's Compliance Officers will be conducting after hours patrolling across the shire.

Pet owners are reminded of their responsibilities under the Companion Animals Act, whereby the following applies:

  • An owner of a dog must take all reasonable precautions to prevent a dog from escaping the property where it is being kept.
  • A dog that is in a public place must be on a lead and under the effective control by some competent person by means of an adequate chain, cord or leash.
  • Dogs are prohibited in some public places including children's play areas, food preparation/consumption areas, recreational areas, public bathing areas, school grounds, child care centres, shopping centres, and wildlife protection areas, unless otherwise permitted. 

 

Changes to Section 138 and Driveway Inspection Applications

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system. 

From 1 October 2022, all applications under the Roads Act 1993 must be submitted online through the NSW Planning Portal.

This applies to:

  • Section 138 Applications
  • Driveway Inspection Applications

Instructions on how to register can be found using Applicant Resources. If you already have an account, you will simply login.

Council will be notified when you have submitted your application via the Portal, and Council staff will review your application to determine if it is complete. You will receive a notification from the Portal if further action is required.

When all requirements have been met, you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, EFTPOS or cheque.

Your application will then be formally lodged with Council and progressed through the assessment process. You will be able to monitor progress of the application via the portal.

  • Navigating the Portal

  • Providing additional information

Voluntary Planning Agreements

Voluntary Planning Agreements are legal documents created under the Environmental Planning and Assessment Act 1979 between developers and government agencies (including councils) for the provision of funds or works by the developer for infrastructure, services or other public amenities. Temporary Suspensions of Alcohol-free zone - Tourist Hotel

Council wishes to advise that at its Ordinary Council meeting held on Wednesday, 17 of December 2025, and in accordance with Section 645 of the Local Government Act 1993, it has been resolved to:

“That Council approve the application for temporarily Suspend the Alcohol-Free Zone on Maitland Street and Doyle Street within the proposed outdoor dining area in front of the Tourist Hotel, for a period of 12 months (starting 18 December 2025 and ending 18 December 2026) noting that the temporary suspension may be revoked at any time by Council or Liquor & Gaming NSW."

Administration Building closure: Monday, 30 March

Council's Administration Building will be closed to the public on Monday, 30 March, due to Essential Energy undertaking works in the area.

While the building will be closed, Council’s phone lines and email services will remain operational, and staff will be available to assist with enquiries remotely.

Notice of Casual Vacancy

This countback election is required to fill one casual vacancy on Narrabri Shire Council. The casual vacancy has occurred due to the resignation of one Councillor Amanda Brown. After the 14 September 2024 ordinary election, Council voted at their first meeting to use Countback to fill any vacancies.

In accordance with Schedule 9A to the Local Government (General) Regulation 2021, a person may apply to be a candidate in a countback election if the person: 

a) was a candidate at the original election, and

b) did not withdraw the person's nomination form, and was not elected at that election, and

c) is still eligible to be elected as a councillor. 

Applications must be made using the form below from the NSW Electoral Commission website elections.nsw.gov.au. Information about eligibility is available on the application form. 

Applications must be lodged with the Returning Officer and close at 12-noon on Thursday, 26 March 2026. 

The Countback election will occur on Tuesday, 31 March 2026.
