Draft Community Financial Assistance Grant Policy

At the Ordinary Council Meeting on Tuesday 23 May 2023, Council has endorsed the draft Community Financial Assistance Grant Policy to be placed on Public Exhibition for a period of 28 days (until 5:00pm Wednesday 21 June 2023). Submissions will be considered by Council at the June 2023 Ordinary Council Meeting on Tuesday, 27 June 2023 commencing at 1.00pm. Members of the public who wish to speak on their submission are invited to do so (via the Public Forum prior to the Council Meeting).

Submissions are to be posted to the General Manager, Narrabri Shire Council, PO Box 261, Narrabri, NSW, 2390 or emailed to the General Manager at council@narrabri.nsw.gov.au.

Draft Narrabri Shire Council Code of Meeting Practice 2023

At the Ordinary Council Meeting on Tuesday, 23 May 2023, Council has endorsed the draft Code of Meeting Practice to be placed on Public Exhibition for a period of 28 days (until 5:00pm Wednesday, 21 June 2023) and to accept submission for a period of 42 days (until 5:00pm Wednesday 5 July 2023), pursuant to the Local Government Act 1993 (NSW). Submissions will be considered by Council at the July 2023 Ordinary Council Meeting on Tuesday, 25 July 2023 commencing at 1.00pm. Members of the public who wish to speak on their submission are invited to do so (via the Public Forum prior to the Council Meeting).

The key change from Council’s currently adopted Code of Meeting Practice 2022 is that the proposed Code of Meeting Practice 2023 will enable Councillors to attend Council Meetings via Audio-Visual Link with the approval of the Council. The proposed draft Code of Meeting Practice 2023 further provides that certain conditions must be met to permit a Councillor to attend Council Meetings by Audio-Visual Link to ensure meetings can continue to be run in accordance with the Code of Meeting Practice and that the confidentiality of Closed Council Meetings is maintained.

Temporary Suspension of Alcohol Free Zone - Nosh Narrabri Event 2023

Council wishes to advise that at its Ordinary Council meeting held on Wednesday, 24 May 2023, and in accordance with section 645 of the Local Government Act 1993, it has been resolved (vide minute no 123/2023) to:

“Temporarily suspend the Alcohol-Free Zone behind Hogans Oval, Narrabri (as indicated on the submitted site plan from 26 August 2023 to 27 August 2023 (inclusive), during the annual Nosh Narrabri Event

After-Hours Patrols

After-Hours Patrols to be conducted in response to increased complaints regarding irresponsible pet ownership.

Council wishes to advise that due to an increase in complaints regarding irresponsible pet ownership, Council's Compliance Officers will be conducting after hours patrolling across the shire.

Pet owners are reminded of their responsibilities under the Companion Animals Act, whereby the following applies:

  • An owner of a dog must take all reasonable precautions to prevent a dog from escaping the property where it is being kept.
  • A dog that is in a public place must be on a lead and under the effective control by some competent person by means of an adequate chain, cord or leash.
  • Dogs are prohibited in some public places including children's play areas, food preparation/consumption areas, recreational areas, public bathing areas, school grounds, child care centres, shopping centres, and wildlife protection areas, unless otherwise permitted. 

 

Changes to Section 138 and Driveway Inspection Applications

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system. 

From 1 October 2022, all applications under the Roads Act 1993 must be submitted online through the NSW Planning Portal.

This applies to:

  • Section 138 Applications
  • Driveway Inspection Applications

Instructions on how to register can be found using Applicant Resources. If you already have an account, you will simply login.

Council will be notified when you have submitted your application via the Portal, and Council staff will review your application to determine if it is complete. You will receive a notification from the Portal if further action is required.

When all requirements have been met, you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, EFTPOS or cheque.

Your application will then be formally lodged with Council and progressed through the assessment process. You will be able to monitor progress of the application via the portal.

Voluntary Planning Agreements

Voluntary Planning Agreements are legal documents created under the Environmental Planning and Assessment Act 1979 between developers and government agencies (including councils) for the provision of funds or works by the developer for infrastructure, services or other public amenities.
