After-Hours Patrols

After-Hours Patrols to be conducted in response to increased complaints regarding irresponsible pet ownership.

Council wishes to advise that due to an increase in complaints regarding irresponsible pet ownership, Council's Compliance Officers will be conducting after hours patrolling across the shire.

Pet owners are reminded of their responsibilities under the Companion Animals Act, whereby the following applies:

  • An owner of a dog must take all reasonable precautions to prevent a dog from escaping the property where it is being kept.
  • A dog that is in a public place must be on a lead and under the effective control by some competent person by means of an adequate chain, cord or leash.
  • Dogs are prohibited in some public places including children's play areas, food preparation/consumption areas, recreational areas, public bathing areas, school grounds, child care centres, shopping centres, and wildlife protection areas, unless otherwise permitted. 

 

Changes to Section 138 and Driveway Inspection Applications

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system. 

From 1 October 2022, all applications under the Roads Act 1993 must be submitted online through the NSW Planning Portal.

This applies to:

  • Section 138 Applications
  • Driveway Inspection Applications

Instructions on how to register can be found using Applicant Resources. If you already have an account, you will simply login.

Council will be notified when you have submitted your application via the Portal, and Council staff will review your application to determine if it is complete. You will receive a notification from the Portal if further action is required.

When all requirements have been met, you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, EFTPOS or cheque.

Your application will then be formally lodged with Council and progressed through the assessment process. You will be able to monitor progress of the application via the portal.

Voluntary Planning Agreements

Voluntary Planning Agreements are legal documents created under the Environmental Planning and Assessment Act 1979 between developers and government agencies (including councils) for the provision of funds or works by the developer for infrastructure, services or other public amenities. Development Applications - October 2025

New Model Code of Meeting Practice 2025 - Draft for Public Exhibition

Section 360 of the Local Government Act 1993 (NSW) prescribes that NSW Councils adopt and follows the Model Code of Meeting Practice developed and published by the Office of Local Government.

On Friday, 29 August 2025 the NSW Office of Local Government (OLG) released the long-anticipated 2025 Model Code of Meeting Practice (COMP). OLG have also released a list of FAQs for councils. Council will be required to have its new COMP adopted by 31 December 2025, following a 28-day public exhibition period and a 42-day submission period (which run concurrently).

Therefore, at the Ordinary Council Meeting on Wednesday, 15 October 2025 Council endorsed for this document to be placed on Public Exhibition for a period of 28 days (until 5.00pm Thursday, 13 November 2025) with Submissions being accepted for a period of 42 days (until 5.00pm Thursday, 27 November 2025).

Christmas and New Year hours

The Narrabri Shire Administration Building will be closed from 4.00pm Tuesday, 23 December and will re-open Monday, 5 January 2026 at 9.00am.

Requests can still be submitted via email. However, please be aware that your request will not be addressed until Council's Customer Service team returns on Monday, 5 January 2025.

Waste services

Waste and recycling collections will continue throughout the Christmas and New Year holiday period. However, please take note of the following schedule adjustment:

  • Thursday, 25 December 2025 will be collected on Friday, 26 December 2025

There will be no change to kerbside collections on Thursday, 1 January 2026. Collections will take place as usual.

Please ensure to put your bins out the night prior to collection.

The Narrabri Waste Facility will be closed on Christmas Day and New Year’s Day.
