After-Hours Patrols

After-Hours Patrols to be conducted in response to increased complaints regarding irresponsible pet ownership.

Council wishes to advise that due to an increase in complaints regarding irresponsible pet ownership, Council's Compliance Officers will be conducting after hours patrolling across the shire.

Pet owners are reminded of their responsibilities under the Companion Animals Act, whereby the following applies:

  • An owner of a dog must take all reasonable precautions to prevent a dog from escaping the property where it is being kept.
  • A dog that is in a public place must be on a lead and under the effective control by some competent person by means of an adequate chain, cord or leash.
  • Dogs are prohibited in some public places including children's play areas, food preparation/consumption areas, recreational areas, public bathing areas, school grounds, child care centres, shopping centres, and wildlife protection areas, unless otherwise permitted.

Changes to Section 138 and Driveway Inspection Applications

The NSW Planning Portal is a digital space where community, industry and government can work together to better understand and meet their obligations under the Environmental Planning and Assessment Act 1979. The ePlanning Program is an initiative of the Department of Planning, Industry and Environment. Its primary purpose is to drive the digital transformation of the NSW planning system.

From 1 October 2022, all applications under the Roads Act 1993 must be submitted online through the NSW Planning Portal.

This applies to:

  • Section 138 Applications
  • Driveway Inspection Applications

Instructions on how to register can be found using Applicant Resources. If you already have an account, you will simply login.

Council will be notified when you have submitted your application via the Portal, and Council staff will review your application to determine if it is complete. You will receive a notification from the Portal if further action is required.

When all requirements have been met, you will receive a notification generated from the Portal requesting fees to be paid for your application. Fees are payable directly to Council via cash, EFTPOS or cheque.

Your application will then be formally lodged with Council and progressed through the assessment process. You will be able to monitor progress of the application via the portal.

Should you require assistance submitting an application via the Portal, it is recommended that you utilise the Quick Reference Guides created by Service NSW and available on a variety of topics including:

  • Registering for an Account

Narrabri Waste Management Facility Expansion

Narrabri Shire Council is proposing to expand the Narrabri Waste Management Facility located at 73 Dump Road, to continue supporting landfill operations within the existing site and to meet the Shires waste management future requirements.

The proposal is deemed a designated development and regionally significant development, therefore requires assessment and approval in accordance with Part 4 of the Environmental Planning and Assessment Act 1979. The Development Application (DA) will be accompanied by an Environmental Impact Statement (EIS) prepared in accordance with the NSW Department of Planning, Housing and Infrastructure Secretary’s Environmental Assessment Requirements (SEARs).

Council is currently progressing the EIS development to support the assessment of this proposed project.

The Narrabri Waste Management Facility expansion would include construction of two adjoining landfill cells (Cell 2 and Cell 3) and a new leachate pond, as per Council’s Landfilling Strategy to support the safe ongoing operations of this important facility.
