Council Meeting Update – 19 November 2025

A total of 23 reports were presented to Council last night as part of the November Ordinary Council Meeting, including three Mayoral Minutes, the 2024/2025 Annual Report, four Concessional Use Applications for The Crossing Theatre, allocation of Round 1 of the Community Financial Assistance grant program, and an update on flood damage works.
Renaming of TAFE Carpark to Town Hall Car Park: Council has endorsed renaming the TAFE Carpark to the Town Hall Car Park to better reflect its history as the site of the former Narrabri Town Hall. The change preserves the cultural significance of the original landmark and will support clearer local wayfinding. Council will also explore signage acknowledging the site’s heritage, with the General Manager authorised to complete the necessary notifications and administrative steps.
Hinds Street Neighbourhood Renewal Project: Council reaffirmed its commitment to improving the Hinds Street precinct, following strong community support for safer pedestrian access, better lighting, and improved public spaces. While concept design work is complete, including a shared path loop with solar lighting, funding is still required. Council will continue pursuing grant opportunities and will write to local representatives seeking support. The proposed footpath design will be publicly exhibited to engage residents and strengthen future funding applications.
2024/2025 Annual Report: Council has adopted the 2024/2025 Annual Report, which highlights performance against the Community Strategic Plan, budget, and other statutory requirements. Key achievements over the year include 34,822 library visits, 44,354 cinema visits at The Crossing Theatre, extensive infrastructure upgrades such as aquatic centre pool repaints, shared pathways, road rehabilitation, and park lighting, 1,026 biosecurity inspections, and continued growth in the Shire’s $4.238 billion Gross Regional Product. The presented report does use draft financial figures which will be updated once audited statements are finalised.
Concessional Use of The Crossing Theatre: Council has approved concessional room hire rates of 50% for several community groups using The Crossing Theatre in 2026. This includes ArtsNational Narrabri for its seven-lecture series, St Francis Xavier’s School and Narrabri West Public School for their annual presentations, and the Stars of Narrabri Dance for Cancer event supporting Cancer Council NSW.
Council Provides Funding for Community Groups: Five community groups will share in $12,398.00 of funding under Round One of Council’s 2025-2026 Community Financial Assistance grant program. Meanwhile the Narrabri, Wee Waa and Boggabri Chambers of Commerce will share in $6,500 from Council’s Donations Community Assistance Scheme to run businesses awards and Christmas events. Council’s commitment to support the Chambers of Commerce does mean that Round Two of the 2025-2026 Community Financial Assistance grant program will not proceed as funds from this budget have been exhausted for this financial year.
Monthly Flood Damage Status – October 2025: Council received an update on ongoing flood recovery works across the Shire’s road network following the 2022 and 2025 declared events. All emergency and immediate restoration works have been completed, with the focus now on the Restore Essential Public Asset category repairs, heavy patching, and environmental studies for priority structures. Heavy patching was completed in October on Bald Hill Road, Yarrie Lake Road, Old Pilliga Road and Pilliga Road, with further works scheduled in November across key regional and local routes. Environmental studies are also progressing for three approved floodway replacements. Council is awaiting final approvals for the 2025 flood event.
