Infrastructure updates

Discover the latest developments spanning the entire Shire, including crucial information on road maintenance, water services, design and contracts, projects and assets, fleet management, waste initiatives, and the ongoing upkeep and improvements of our parks and open spaces.

Aligned with our 2022/2026 Delivery Program and 2025/2026 Operational Plan, we are dedicated to delivering essential infrastructure projects throughout the Shire. Week ending: 26 April 2026

Roads
  • Council's annual road resealing program is almost complete, with only two sections remaining on Morath and Fitzroy streets in Narrabri. 
  • Council's gravel resheeting program is continuing, with works taking place on Pikes Lane. Works will then take place on Byalla Lane and Westport Road.
  • Rehabilitation works have commenced on Yarrie Lake Road. Works on Culgoora Road are nearing completion, with sign and linemarking work remaining.
  • Works are continuing on the final stage of the Harparary Road upgrade between Browns Lane and Harparary Bridge, with the laying of gravel road base underway.

Violet Street replacement project

Piling works are continuing for the new bridge foundations. These works include the installation of temporary supports on the existing bridge piers to assist with these piling works.

Once piling has been completed, demolition of the old bridge piers will be undertaken.

A detour remains in place along Selina Street, Newell Highway and Tibbereena Street for the duration of works.

Waste

  • Boggabri Transfer Station has been cleaned (see images below).
  • Works are progressing on the construction of new cells 2 and 3 at the Narrabri Waste Management Facility.
  • Clean up of metal stockpiles at transfer stations is continuing.

Water/Sewer

Balonne Street water main renewal works

Works on the installation of a new water main along Balonne Street (from Doyle Street to Bowen Street) are continuing, with works on the new main between Dewhurst to Bowen streets in progress. 

The new main between Doyle and Dewhurst streets has been installed, with water service changeovers pending. 

Narrabri bore investigation project

A license application for conversion of the bore to a water supply production bore is under assessment with the Department of Climate Change, Energy, the Environment and Water (DCCEEW).  

If production bore approval is granted, and upon completion of the design, Council will seek approval from DCCEEW to go to tender for the bore's construction.

The new bore will provide Narrabri with an additional 63 litres per second of water.

PFAS treatment plant 

Tenders are expected to go out in the coming fortnight for the portable water treatment plant.

The portable treatment plant will allow Council to bring the Tibbereena Street and Killarney Street bores back online, ensuring that water from these sources can be safely treated before entering the network.

Sewer main relining

Tenders for the relining of sewer main in Narrabri have closed and are currently under assessment.

Roads

  • Rehabilitation works are underway on Culgoora Road, with Yarrie Lake Road to follow.
  • The last stage of the Harparary Road upgrade is underway, with works taking place from Browns Lane to Harparary Bridge.

Waste

The week in waste has been a busy and productive one with numerous works ongoing and completed.

  • The focus has been on cleaning up transfer stations, which has been impacted due to plant breakdowns and resource shortages. Council is beginning to catch up on this cleaning, with Edgeroi, Baan Baa, Maules Creek and Boggabri completed with Bellata in progress. After which, teams will head west to complete other transfer station cleanups.
  • Works are progressing with the construction of new cells 2 and 3 at the Narrabri Waste Management Facility. The contractor is working on the batters to join the active cell, with excavation going well.
  • Sims Metals have started on clean up of metal stockpiles at transfer stations, with completion at Boggabri, with Baan Baa and Maules Creek in progress.
  • There has been a collection of the mattress cage and tyre cage at the Narrabri Waste Management Facility.
  • Mowing, edging, spraying, stockpile push up and de-contaminating has also been taking place at the Narrabri Waste Management Facility.

Waste services during ANZAC Day long weekend

The Narrabri Waste Facility and Shire Transfer Stations will be CLOSED on Saturday, 25 April (ANZAC Day).

JR Richards kerbside collection will take place as normal on Monday, 27 April.

Please put your bins out the night prior to collection.

Water/Sewer

Balonne Street water main renewal works

Works on the installation of a new water main along Balonne Street (from Doyle Street to Bowen Street) are in progress. The new main between Doyle and Dewhurst streets has been installed, with water service changeovers pending.

Works on the new main between Dewhurst to Bowen streets commenced on Monday, 19 April.  

Narrabri bore investigation project

The Saleyards bore final report has shown viability as a production bore. This follows an investigation by a hydrologist, as well as pump and flow testing along with water quality sampling completed in February 2026.

A license application with Department of Climate Change, Energy, the Environment and Water (DCCEEW) is currently underway for conversion of the bore to a water supply production bore.

During this application process, the design for new bore infrastructure and electrical substation installation will get also underway.

If production bore approval is granted, and upon completion of the design, Council will seek approval from DCCEEW to go to tender for the bore's construction.

The new bore will provide Narrabri with an additional 63 litres per second of water.

PFAS treatment plant 

Tender preparation is continuing for the portable water treatment plant, with Council shortlisting pre-selected tenders for the project. 

An internal Tender Committee meeting has been scheduled to endorse the project to go out to tender.

The portable treatment plant will allow Council to bring the Tibbereena Street and Killarney Street bores back online, ensuring that water from these sources can be safely treated before entering the network.

Latest PFAS testing results

The latest testing results of the Namoi Reservoir have shown PFAS levels as below current guidelines:
▪️PFHxS: 2 ng/L (below guideline of 30 ng/L)
▪️PFOS: 4 ng/L (below guideline of 8 ng/L)
▪️PFOA & PFBS: Not detected

This means that the Narrabri Town Water Supply continues to be safe for consumption.

The Tibbereena Street bore continues to supplement water supplied from the Elizabeth Street bore. The latest testing of the Elizabeth Street bore showed no detection of PFxS, PFOA or PFBS, with PFOS at 2ng/L. The Tibbereena Street bore was at 2ng/L for PFHxS and 4ng/L for PFOS (PFBS and PFOA was not detected). 
 

Week ending: 22 March 2026

Roads
  • Council's annual road resealing program is approximately 75% complete. Almost 34km of road sections will be resealed in Boggabri, Narrabri and Wee Waa. This annual program helps protect road surfaces from wear and weather - maintaining and extending the life of our sealed road network. See the full list of roads.
  • Around 90% of the heavy patching program has been completed.
  • Approximately 45km of gravel resheeting works have been completed, with the program around 80% complete.
  • Rehabilitation works will get underway on Culgoora Road after the Easter holiday period, with Yarrie Lake Road to follow.
  • Tender preparations are in progress for the floodway repair program.
  • Works on the upgrade of 2.5km of Berrigal Road are complete. The upgrade included the replacement of 200 metres of guard rail.

The old bridge deck has been removed (pictured) with the next phase moving onto piling works for the new bridge foundations. This will include the installation of temporary supports on the existing bridge piers to assist with these piling works.

Once piling has been completed, demolition of the old bridge piers will be undertaken.

A reminder that a detour is in place along Selina Street, Newell Highway and Tibbereena Street for the duration of works.

Works are expected to be completed by the end of September (depending on weather and other factors).

Narrabri Tourism and Cultural Hub

Works are underway on the Narrabri Tourism and Cultural Hub, beginning with the installation of pathways and slabs for shelters.

The project will further transform Tibbereena Street into an attractive destination for the community and visitors to the area. Its stages include:

  • Playground equipment
  • Shared paths and footpaths
  • Shelters and furniture (including barbecue picnic shelters)
  • Irrigation and landscaping

It follows the previous successful delivery of an amenities block and access pathways.

The $1.4 million project has been made possible thanks to funding through Round 1 of the Australian Government’s Growing Regions Program.

Waste

The Waste team have continued to be kept busy, working on numerous tasks. 

  • Synergy, the contractors for the Narrabri Landfill Narrabri Waste Management Facility expansion, have been onsite and continuing with their works on the construction of two adjoining landfill cells (Cell 2 and Cell 3) and associated infrastructure.
    • The Wee Waa Transfer Station has been cleaned and stockpiles pushed up.
    • Sims Metals have completed the scrap metal steel stockpile and will begin on Transfer Stations in the next few weeks.
    • The Waste Facility Truck needed repairs, however thanks to Council's Roads team, a truck was provided to service the Wee Waa Transfer Station over the weekend of 21 and 22 March.

     Narrabri Waste Management Facility

    Within the Narrabri Waste Management Facility there has been numerous tasks completed. These include:

    • Mowing.  
    • Plant and vehicle maintenance.
    • Cleaning and tidying of the Community Recycling Centre shed and surrounding area.
    • Weed spraying.
    • Emptying and cleaning of the cardboard cage. 
    • Cleaning and tidying of the steel stockpile area, ensuring residents could use the area.
    • Sediment dam pumps run in line with our EPL Licence, ensuring no overflows.

    Many thanks to our Waste Facility Team Leader and Waste Facility Attendant as well as their teams for completing these tasks, and making the facility presentable and clean for the use of our Shire residents.

    Water/Sewer

    Balonne Street water main renewal works

    Works are scheduled to begin from Tuesday, 7 April on the installation of a new water main along Balonne Street (from Doyle Street to Bowen Street).

    During this period, access to driveways will be restricted for a short duration for construction works. We kindly ask that all vehicles be parked outside properties.

    What to expect during the works:

    • Construction activity, including plant and machinery, as well as open trenches
    • Advance notice of any water supply disruptions
    • Traffic signage to guide road users
    • Council will restore the site once works are complete

    Council will continue to provide information to affected residents throughout the project. Daily inspections will be conducted to ensure any disruption is minimised.

    • The Laidlaw Street water main renewal project in Boggabri has been completed.
    •  Sewer main condition assessment Request for Quote is now closed and under assessment.

    • CBD maintenance (weeding, spraying and tree trimming)

    Airport

    • 6,750 litres of Jet A-1 sold during the past week.
    • Mowing of airside around runway lights.
    • Pruning of trees along Airport Entry Road.
    • Quote requested for new tank liner for 100,000-gallon tank.
    •  Minor reschedule with Fly Pelican Narrabri to Sydney flight - departed Wednesday morning instead of Tuesday afternoon.
    Roads

    Waste

    • Tidying up of transfer stations has continued to be a priority and focus for staff, with Boggabri, Baan Baa, Maules Creek, Edgeroi, Wee Waa and Bellata transfer stations all completed.
    • The Narrabri Waste Management Facility mattress cages were loaded picked up on Friday, 27 February.
    • All stockpiles at the facility were inspected for contamination and pushed up.
    • E-waste was also collected, while cardboard was sorted and taken for recycling.
    • Road works and firebreaks at the facility are continuing.

    Water/Sewer

    • Laidlaw Street water main renewal is continuing.
    • Saleyards bore flow and quality testing – 72-hour flow test is complete.
    • Water meter renewals in Narrabri and Wee Waa.
    • CCTV and condition assessment of sewer in Narrabri.
    • Sewer main extension in Boundary Street, Wee Waa.

    Facilities and Logistics

    • Completed fence repairs at St Joesphs and Wee Waa SES.
    • Installed toilet roll holders at Boggabri Caravan Park.
    • Completed gutter repairs to the Narrabri Waste Facility shed, including the storm water.
    • Installed a hose reel to Boggabri Caravan Park camp kitchen for cleaning purposes and fixed water leak. 
    • Installed new soap dispensers at the Administrative Building.
    • Fixed air conditioning at the Visitor Information Centre.
    • Annual Pest Control applications.
    • Construction of the Wee Waa depot water shed is nearing completion.
    • Replaced cistern at Wee Waa SES Building.
    • Replaced water pump at Pilliga CWA Hall. 
    • In process of investigating repair of Pilliga SES building air conditioner.
