Narrabri Shire Council is committed to fair, transparent and responsible procurement. 

Council's procurement activities are guided by the following principles:

Before supplying goods or services to Council or submitting a quotation, tender or expression of interest, suppliers should familiarise themselves with Council's procurement requirements and relevant policies.

Procurement Thresholds

The procurement process Council uses depends on the value of the goods, services or works being purchased.

Quotations, Tenders and Expressions of Interest

Narrabri Shire Council purchase goods and services for $5,000 and over via quotations or tenders while meeting Local Government Legislation requirements. 

Council uses VendorPanel to issue and manage:

  • Requests for Quoations (RFQs)
  • Requests for Tenders (RFTs)
  • and Expressions of Interests (EOIs)

It is essential that all suppliers, contractors and businesses interested in working with Council register in the VendorPanel Platform. 

VendorPanel has three listings:

a) Council’s Enterprise Lists for local suppliers;

b) LGP Local Government Procurement for Tenders with prequalified contractors and

c) VendorPanel Market Place where suppliers can register and be noticed by other buyers not just council.

Canvassing

Canvassing Councillors or Council employees in relation to a quotation, tender or expression of interest may result in disqualification. Suppliers must not attempt to improperly influence Council's procurement decision-making.

Council maintains Enterprise categories within VendorPanel for businesses interested in supplying goods and services to Council.

To enquire about registering for one of Council's current Enterprise categories, email procurement@narrabri.nsw.gov.au.

VendorPanel Marketplace

Suppliers can also register with VendorPanel Marketplace to make their business visible to participating buyers and access relevant procurement opportunities.

Once registered, suppliers can be invited to opportunities that match the goods or services they provide.

Local Government Procurement (LGP)

Local Government Procurement (LGP) provides NSW councils with procurement arrangements and gives approved suppliers access to local government procurement opportunities.

 

Local Government Procurement is a NSW prescribed procurement entity under s55 in the Local government Act 1993. Councils using LGP contracts over $250K are legally exempt from tendering themselves. This creates a stable, compliant pipeline of procurement opportunities for approved suppliers across each of our contract categories.

Businesses interested in becoming an LGP Approved Contractor can find current tenders, supplier panels and application information directly through LGP. 

 

 

 

 

Modern Slavery

Under the Modern Slavery Act 2018 (NSW) Council has reporting obligations under the Local Government Act 1993 relating to Modern Slavery. Section 438ZE of the Local Government Act 1993 prescribes that “A council must take reasonable steps to ensure that goods and services procured by and for the council are not the product of modern slavery within the meaning of the NSW Modern Slavery Act 2018”.

Narrabri Shire Council is committed to ensuring:

(a) Our operations and supply chains do not cause, involve, or contribute to modern slavery; and
(b) Our suppliers, relevant stakeholders, and others with whom we do business respect and share our commitment regarding minimising the risk of modern slavery.

All suppliers and contractors must complete the Modern Slavery Questionnaire(PDF, 126KB) before working for council.
